The rural development policies and projects in Korea has been implemented with various related acts. For instance, these acts include Framework Act on the National Land, National Land Planning Utilization Act, Special Act on Balanced National Development, etc, enacted by each of adminstration. However, there are some limitations to encourage the variety of rural development policies due to duplication and overlapping between the relevant acts. Nowadays, the fields of rural development have been evolved and integrated not only by agricultural infrastructures but also in various fields such as multi-functional industry including rural tourism, green care, and cultural welfare, etc. Therefore, the current legal system may not effectively accept and support in various rural development policies and projects at all. This study tried to figure out the necessity of reorganization related legal system through the field survey to planners, residents and analysts regarding the correlation between legal systems and projects. For these reasons, this study tried to find out the problem of current legal system and then, suggested alternative methods related to the legal system for integrated rural development. The scope of the study is as follows; 1)correlation analysis between relevant laws and rural development projects. 2)field survey to figure out the legitimacy and validity for the reorganization of the legal system. At last the result of the research has suggested an alternative method to reorganize the legal system and proposed the new legal system with is good for integrated rural development.
Development and Application of Arduino Based Multi-sensors System for Agricultural Environmental Information Collection - A Case of Hog Farm in Yeoju, Gyeonggi -
The agricultural environment is changing and becoming more advanced due to the influence of the 4th Industrial Revolution. From the basic plan of Rural Informatics to the current level of 2nd generation smart farms aimed at improving productivity using Big data, cloud network and more IoT technology. We are continuing to provide support and research and development. However, many problems remain to be solved in order to supply and settle smart farms in Korea. The purpose of this study is to provide a method of collecting and sharing data on farming environment and to help improve the income and productivity of farmers based on collected data. In the case of hog farm, the multiple sensors for environmental data like temperature, humidity and gases and the network environment for connecting the internet were established. The environment sensor was made using the ESP8266 Node MCU board as micro-controller, DHT22 sensor for temperature and humidity, and MQ series sensors for various gases in the hog pens. The network sensor was applied experimentally for one month and the environmental data of the hog farm was stored on a web database. This study is expected to raise the importance of collecting and managing the agricultural and environmental data, for the next generation farmers to understand the smart farm more easily and to try it by themselves.
The study aims to measure the quality of consulting services for village-building projects in rural areas. To this end, the government wanted to analyze the impact of the quality of service on residents' satisfaction and business performance in villages that are receiving consulting services. As a result of the empirical analysis of the case areas, the five-dimensional tangibles, reliability, assurance and empathy of the quality of consulting services in rural villages had a defining influence on the residents' satisfaction. And the residents' satisfaction of consulting services had a defining influence on the business performance of the village with tangibles, reliability, and assurances. The main implications presented on the basis of these results were analyzed that it was necessary to universalize the assessment of service quality, to strengthen the burden of the village on the cost of consulting services, and to induce participation through a sufficient understanding of the villagers' business.
This study revises current feasibility evaluation guideline for agricultural infrastructure improvement project considering recent changes in social and economic environment in rural area. We use an AHP(Analytic Hierarchy Process) approach to consider qualitative evaluation items in policy enforcement and balanced regional development as well as quantitative items in current economic analysis in the process of feasibility evaluation and decision making. The criteria system is composed of three level hierarchy. In the first level which consists of economic analysis, policy analysis, and regional development analysis, economic analysis was ranked top with relative weight of 0.45 and regional development analysis the lowest with 0.22. In the second level which consists of three evaluation items under policy analysis, consistency in policy enforcement, risk factors, and special evaluation factors, consistency in policy enforcement was ranked top. Finally, 13 detailed evaluation items in the third level were surveyed and ranked by using a comprehensive criticality vector. The result shows that the three most important evaluation items are 'degree of underdevelopment', 'spill-over effect of regional economy' and 'consistency with related planning and policy direction'.
This paper considers the effect of “comprehensive rural community improvement project” in terms of three factors - physical environment, rural tourism, socioeconomic and analyzed the path effect leading to the final outcome - the quality of life of residents, using covariance structure analysis. By doing so, this study looks into why residents prefer the improvement of a physical environment that takes a public nature. The analysis showed that the socioeconomic effect did not have an immediate impact on the improvement of quality of life of residents at a significance level of 5%, whereas the improvement of physical environment had a static effect on the quality of living at a significance level of 1%. Residents’ preference for “hardware” or physical environment may be attributed to lack of their understanding of human factors such as social capital. However, analyzing the impact of specific contents of the project on performance, it is found that as projects fail to generate a tangible socioeconomic effect, residents strategically prefer the repair of their physical environment such as public facilities that directly affect their daily lives, so that they can maximize an improvement of the quality of living. Hence, this study suggests that instead of attributing the failure of rural community development projects to residents, macroscopic problems of rural communities and specific contents of projects should be dealt with before the success of any project can be discussed.
As the awareness of food security has increased, the Korean government has established national projects, such as Saemangeum proclaimed land, to secure sources of grain. Saemangeum is a large-scale agricultural area that was constructed to maintain preparedness for unstable food markets. This study aims to develop a 6th Industrialization Model (SIM) for Saemangeum Grain Complex by applying feasible strategies to wheat and two-rowed barley which have low self-sufficiency rates. In addition, this study estimates the potential economic value of each development strategy associated with a sixth industrialization model to create higher added values from production, processing and tourism experiences. The strategic plan for primary, secondary, and tertiary industries is to combine cultivating and processing wheat and two-rowed barley for sales and linking them to tourism experience. This study shows value added from the combination of the primary, secondary and tertiary industry of wheat and two-rowed barley are 7.5 and 23.0 times more than those of the primary and tertiary industry combination, respectively. Through branding Saemangeum Grain Complex’s products, such as Saemanguem bread and craft beer, would further enhance the economic benefits derived from the complex.
Securing manpower in rural areas is critical to improving the productive potential and overcome challenges caused by changes in the demographic structure and the need for diversification of the rural economy. This underpins the importance of nurturing young farmers in order to enhance the agricultural competitiveness in the rural areas. On the other hand, 42.3% of young farmers under the age of 40, which is the target age of the government-sponsored program to foster young farmers, grow rice. Meanwhile, 42.3% of the farmers are under 40 years of age which is a category of farmers targeted under the government sponsored program to advance rice production. In this study, a bivariate probit model is used to conduct substantive analysis on the potential political interventions that would persuade young farmers in the rural areas to participate in rice production in the 6th industry. In summary, most important factors identified as to influence participation of young farmers in the diversification of crop production are the utilization of information device, land, ownership of agricultural machinery, and the leasing of the cultivating land.
Development and importance analysis of evaluation factors for formation of future-oriented rural residential environment: using network analysis and AHP analysis

The purpose of this study is to develop the evaluation factors for formation of the future - oriented rural residential environment and to derive the importance of this evaluation factors. The main research methods are network analysis using Net-miner, AHP analysis and importance analysis for experts. The main research results are as follows. First, 6 factors for evaluation rural residential environment(environmental-sustainability, communality, self-reliance, aesthetic, enjoyment, settlement), 3 sub-factors of each factors, and key physical facilities(10 for rural center and 28 for rural villages) were derived by literature analysis and network analysis on it. Second, key priority factors that should be considered in physical formation of rural residential environment was deducted by AHP analysis. Improving accessibility of living services in the settlement factor, improvement of garbage collection and wastewater treatment system around the residential area, and ensuring topographic continuity in the environmental-sustainability factor was derived as a priority factors. Third, as a result of evaluation of the importance of physical facilities in the rural residential environment, there was a high demand for cultural welfare facilities in common. However, when compared with the villages where the harmony between the natural environment and the living environment is emphasized, convenience of living and accessibility of transportation were important in the rural center. These results suggest that solving the qualitative conditions as residential environment will help to attract new population. This study will contribute to enhance the qualitative level of the rural residential environment by suggesting strategic priority items when carrying out projects related to the rural residential environment creation in the future.
Environmental impact assessment (EIA), which predicts, evaluates, and manages the influences on natural landscape, plays a role of monitoring natural resources for systematic management of natural landscape. However, the function of verification and correction of the system is still insufficient and feed-back, one of the most important features of EIA follow-up, has not been introduced in Korea’s EIA system yet. As a procedure, it is required to check if the opinions of the evaluators are properly reflected to the outcomes of the project through a reviewing process after assessing environmental impacts of a development project. In reality, despite the awareness about the importance of follow-up inspection of the conformity with, the system mainly focuses on the agreement during the planning stage of the development project and fails to continuously manage after its completion. There have been various preceding studies related to prediction, evaluation, and management of environmental impacts on natural landscape for better management. They primarily dealt with the problems in the EIA process and suggested improvement measures, including directions for institutional development, step-by-step goals, and operation methods, to address the problems which arise in the EIA follow-up process. However, suggested measures are not actively applied with the focus only put on institutional operation, there are virtually no standardized methods to predict and assess landscape changes due to the development project and to manage landscape after the project. Against this backdrop, this study aims to explore the existing methods to analyze the impacts natural landscape and to establish a system where landscape management is continued after the development project. To this end, we will suggest reducing methods according to the predicted changes in landscape for post-project management of natural landscape. Characteristics of reduction methods by project type were examined through reviewing the guide to natural landscape rating and the importance of development project impacts on natural landscape by type of reduction was evaluated through questionnaire for experts. Evaluated types of reduction are classified and presented by characteristics of each development project and content of reduction type.
In a situation in which rural areas are declining, local governments are seeking to revitalize areas by place marketing. Place marketing, defined by various efforts to promote the image of a place, has been used as an economic tool. As a result, the image has been over-promoted and marketing has been driven in a perfunctory manner, so individual residents' lives and experiences have been ignored. Thus, in addition to the traditional types of cultural place marketing and economic place marketing, this study established a ‘project for rural revitalization of Hwayang-eup’ so that it could be applied to political place marketing aimed at inducing internal investment and improving the welfare of local residents. To implement this project, the concept was set up as building network organization, sustainable development and symbiotic relationship, and various H/W and S/W plans were developed. First of all, in terms of political place marketing, the Hwaeyang Oulim Center was constructed to strengthen the capacity of local autonomous organizations. In terms of cultural place marketing, we explored cultural resources at the village level and created a small community space. In terms of economic place marketing, the landscape around the main street and the township was reorganized to create a cultural business space for urban and rural exchanges. The reinterpretation of place marketing seen through this project was first, it was more process-oriented than results, second, it was important to induce the community-participating village-making project, and finally, the role of experts was important to expand the community movement.
