Climate change has increased the number of floods and inundation on farmland. Recently various mobile applications through inundation mapping, flood forecasts and evacuation routes have been developed for the prevention and reduction of flood damages. However, most of current prevention systems for farmland flooding are still web-based systems relying on the field survey which needs a lot of human and time resources although mobile devices has been rapidly improved and widely used. The purpose of this study is to design a mobile application for preventing and reducing farmland flood and inundation damages and collecting damage information in real time. We put advanced mobile device functions such as GPS, network communications, cameras into our system design. This system implement 2way communication and intuitive application that will increase information efficiency and decrease flood damage. Our design has been tested through previous flooding data of Jinju city in 2010.

With the increase of visitors to rural tourism villages, the direct selling at sites is getting vitalized. Accordingly, their display stores is getting more important. Therefore, this study has selected 30 domestic rural tourism villages as study objects for the attitude survey of 200 farming suppliers and the site examination for the designs of those display stores in order to analyze their status and classify the types of necessity. Such operation status as sale item, sale method, method of supply and demand, major customer, sales scale, manager, opening hour, and operation cost were examined, to identity and for design factors the pattern, material quality and color were investigated. For the attitude of farming suppliers, the tactics of sales, the reason for being positive or negative, the functionality and the features of display stores were examined through brainstorming. IBM SPSS Statistics 20 Program was employed for Frequency, which indicated that village chiefs and store managers with the sales scale of 1 to 20 million won are dealing with female customers in their 40`s and 50`s and that those stores are open at the time of experience or year round without any operation expense. Permanent type and Fixed type were found to be the design factors of the display-case type with the material and the color of wood and orange respectively. The result of investigation analysis of farming suppliers` attitude showed the followings: the need of display stores is quite high, structure type and permanent type have high fitness and from the viewpoint of display-on-table type as a standard moving type was very convenient. The analysis of significant items at the characteristics of those display stores revealed that their locations, quality conservation, sanitation, users` convenience, designs and promotion are very important. The result of status analysis revealed that though there is a correlation among the types of display stores depending on the visiting season of tourists their installing is not desirable. Three types have been analyzed: Type 1 is a structure type only in the villages with continuous visitors, Type 2 a moving-table type only in the villages with temporary visitors and Type 3 is a fixed display-case type.

This study aims to perform the economic analysis to the use of solar power facilities in rural villages considering the climate change scenario. IPCC climate change scenarios in the recently adopted the RCP scenarios (RCP8.5, RCP6.5, RCP4.5, RCP2.6) was used. By RCP scenarios, solar radiation, depending on the scenario in 2100, respectively, 3.6%, 2.5%, 1.9%, 1.1% was assumed to increase. From the economic analysis(payback period is 25 year) on 8 points of each province, in all cases of normal data and four RCP scenarios, at all points analyzed were NPV indicate a negative, BC ratio less than 1.0, respectively. In the case of Mokpo, Chunnam RCP8.5, BC ratio were found to be up to a 0.92, followed by 0.89 in the case of RCP8.5 in Jinju, Kyungnam shows, while the minimum was in Jeju. BC ratio is 1.0 or bigger, in order for the normal solar radiation data in Mokpo, Chonnam was the minimum that it takes 37 years. Similarly, in the case of RCP scenarios, 30 years in Mokpo, Chonnam RCP8.5 and 31 years in the cases of Jinju, Kyungnam and Jeonju, Cheonbuk RCP8.5 were analyzed. It was analyzed that RCP8.5 has the highest value. BC analysis models for each of the factors, the results of the sensitivity analysis, the initial installation costs, electricity sales price, discount rate in the order of economy showed higher sensitivity, and the rest factors showed lower changes. Although there are some differences of solar radiation by region, but in Korea most facilities in rural areas, the use of solar power was considered to be economical enough, considering change of several factors with high sensitivity, such as increasing of government subsidies for the solar power installation of the facility, rising oil prices due to a rise in electricity sales price, and a change in discount rate. In particular, when considering climate change scenarios, the use of solar energy for rural areas of the judgment that there was more economical.

Since 2010, RDA has discovered 30 Green-Road as the way of developing rural area. However, results from conference with expert and village leaders of Green-Road concluded that there were problems such as little financial benefits due to mismanagement and needs of improving the efficiency of management. In order to respond to these issues, this research has conducted empirical investigation about the status, management of Green-Road and its influences on local area. Main purposes of this investigation was to reveal the various obstacles in road management, and to find better ways of road management. To accomplish the goal of research, this study conducted survey and interviews with leaders in villages. Particularly, the investigation had focused on the specific management issues suggested by village leaders. Based on the results, this research suggested establishing a committee for creating leaders network and developing effective management method in order to improve road management and its consequences.

The objective of this study was to make a map of farmland vulnerability to flood inundation based on morphologic characteristics from the flood-damaged areas. Vulnerability mapping based on the records of flood damages has been conducted in four successive steps; data preparation and preprocessing, identification of morphologic criteria, calculation of inundation vulnerability index using a fuzzy membership function, and evaluation of inundation vulnerability. At the first step, three primary digital data at 30-m resolution were produced as follows: digital elevation model, hill slopes map, and distance from water body map. Secondly zonal statistics were conducted from such three raster data to identify geomorphic features in common. Thirdly inundation vulnerability index was defined as the value of 0 to 1 by applying a fuzzy linear membership function to the accumulation of raster data reclassified as 1 for cells satisfying each geomorphic condition. Lastly inundation vulnerability was suggested to be divided into five stages by 0.25 interval i.e. extremely vulnerable, highly vulnerable, normally vulnerable, less vulnerable, and resilient. For a case study of the Jinju, farmlands of 138.6 ㎢, about 18% of the whole area of Jinju, were classified as vulnerable to inundation, and about 6.6 ㎢ of farmlands with elevation of below 19 m at sea water level, slope of below 3.5 degrees, and within 115 m distance from water body were exposed to extremely vulnerable to inundation. Comparatively Geumsan-myeon and Sabong-myeon were revealed as the most vulnerable to farmland inundation in the Jinju.

This study presents the methods to improve the urban farming in Korea by analysing the current circumstances of urban farming in Korea. Specifically, the legal system in association with urban farming, current status of the act on the urban farming, the present situation of the Korean urban farming, and the comprehensive plans for urban farming have been analysed in order to grasp the present situations and seek for solutions. Based on these, the research provides effective supporting methods for sustainable urban farming in Korea. As a result, the essentials to improved urban farming can be summarized with two factors; securing more space for urban farming and improving the supporting system for the urban farmers. Enthusiastic attitudes of local governments, security of budget, and cooperation with the citizens are vital to expand the urban farming in addition to the institutional and systematic urban farming improving methods mentioned above.

This study aims at reviewing satisfaction on facility modernization project of traditional market by case study on integration & move method of 2 markets (Seongbuk 5 day market & Geumgye daily market). Following this study, it asked 182 merchants & customers at Naju Moksagoeul Market about satisfaction and performance on integration & move and the facility modernization project of traditional markets. According to results of the survey, not only merchants but also customers are satisfied with the modernization project. But in detail, valuations between 5 days market and daily market, and between merchants and customers are different. For example, merchants regard as negative, but customers as positive about move of the markets from city to outside. About half of respondents answer that number of market visits and sales volume after move of the markets are higher than before. More than 80% of respondents answer that culture & tourism market programs are helpful to the market revitalization.

In this study, the effectiveness of the method for the promotion council to make rehabilitation community development plan with rural villages to continue community development is investigated in Ota-district, which is affected by chuetu earthquake. Initially, Ota-district made the acting contents of the plan based on the village`s request, which is considered resident life and problems in village. Next, Ota-district made the vision of plan based on the acting contents. This plan procedure has been effective to compliment the village community facilities and running on village event, in addition to setting the village`s community to continue to manage community facilities and event. As a result, this way has helped good management of village event using the facilities and interchanging among residents. Also, the use of acting contents by request of the promotion council and village`s community, while respecting both, has been effective in that the promotion council assists the village event after the rehabilitation community development plan is finished.

In this study, it provides the diagnostic index for the rural landscape formation. For the development of diagnostic index, this study first analyzed documents and papers on the landscape formation. Landscape types are also classified by their function and then landscape index was developed by AHP method. Classification system was categorized as three steps: 2 items for 1st step, 10 items for 2nd step, and 20 items(criteria) for 3rd step. In the survey of weighting values with AHP method, the analysis result for the first step showed that rural village landscape is more important than landscape around the village by approximately 20%. In the second step, residence is rated as the most important, followed by village tree planting, and then farmland around the rural villages, greenery, and water environment. In the third step, the feng shui is rated as the most important, followed by tree planting, village forest, culture, and history. While vehicle maintenance, village alleys and pedestrian facilities are rated lower. In index of the around the village, weighting value for index of the farm land and skyline has the highest value. While species richness, water quality and water resources were rated relatively low. In the future, the rural landscapes diagnosis index will be applied to measure the level of the rural villages landscapes and it is expected to propose political support for the landscapes formation.

The Historic Cultural Environment Conservation Areas around Chosun Royal Tombs in Gyeonggi Province are larger than those around other Cultural Assets, so more efficient management tools on the Areas should be needed. This study aims to suggest the directions of policy to modify the existing management tools by analyzing the spatial extent and alteration standards of the 12 Historic Cultural Environment Conservation Areas around Chosun Royal Tombs in Gyeonggi Province. The results of this study are as follows: First, in most cases, the spatial extents of the Areas are 500m, but the spatial extents should be precisely classified in Gyeonggi Ordinance of Cultural Assets Protection, and be excluded according to the layout of Protection Areas and roads. And the outside view from the inside is more important in Chosun Royal Tombs, so the areas on the axis of the view must be controled by considering the development density(bulk or height of buildings). Second, the same zoning areas must be classified as the same section of the Area allowing for equity, and Finally, the Current Conditions Permission Criteria should be actualized to take into account the difference between the development densities of zoning araes and the Criteria.

The existing standard cost of project management of empowerment sector in general rural development project has problems with standard cost system without considering characteristics of empowerment project and unclear division of works. These problems are a lot of trouble to fulfill the project. Thus, it needs an arrangement of standard cost considering detailed characteristics of project management in the empowerment sector. The contents and results of this study can be summarized as follows. 1) To set accurate standard cost, we carried out three-step processes, such as elicitation of standard works, calculation of workload and determination of standard cost. ① In an investigation of 30 rural area dividing 8 parts about an workload of empowerment project, an average workload is 1,499 hours. ② Based on this results, the standard cost is calculated at 15% of project cost in over 600 million won, at 28.75% of project cost in under 500 million won, by standards of empowerment project cost. 2) It set the responsibility management cost to 15% of empowerment project cost considering existing awareness, workload and work professionalism of project management. Based on the results, It suggested the practical use as basis for efficient management of the future empowerment projects. To achieve this, It needs to promote maximizing results on the whole project through the legalization processes including amendment of existing regulations.

This study proposed the introduction of the block grant in agriculture, forestry, and fishery sectors so that the local governments get greater autonomy in agricultural policy. First of all, theoretical background on block grant was reviewed and present situation in Korea regarding block grant was examined. Four criteria were set to evaluate the eligibility for the block grant. Four criteria imply that block grant is more appropriate with small-scaled similar projects, high locality projects, easily evaluated projects, and easily formula-applied projects. Applying these criteria to the projects subsidized by the national government, appropriate projects as the block grant were selected. Finally, specific operation scheme of the block grant was proposed.

The purpose of this study is derived by Utilization Strategy for Rural empty houses stability of Return to the Farm and Rural. The main findings can be summarized as follows. First, the recent return to the farm and rural has increased, and life patterns of diversification, and the retirement of the baby boomer generation return to the farm and rural ratio differed by region. Second, the required first order accurate and detailed to maximize the utilization of the rural empty houses Survey, and the integrated management system based on it should be built. Third, the public lead in pushing for policy to take advantage of an empty house, leasing and management capabilities by strengthening return to the farm and rural characters, revitalizing rural and residential stabilization is necessary. Finally, in order to enhance the utilization of the rural empty houses should prepare return to the farm and rural, Multi-Habitation and a common space for existing residents for a variety of purposes. The results of these studies has a significance that can promote rural housing return to the farm and rural, resource utilization and stable settlement, and rural areas activated at the same time. Utilization of specific rural empty houses feasible policy being prepared, by linking rural areas that can bring effects on the activation of alternative hope.

In 2011, neighborhood parks occupied a total area of 280,135,257㎡ in small and medium sized city areas and this excluded the metropolitan regions. In the rural area, the park area per person(22.64㎡) is larger than the urban area(9.50㎡). It is a questionable why there is a higher park ratio in the rural area compared to the cities, where the function of the neighborhood parks is not being utilized well. But, there are already a lot of parks that has been constructed in the rural areas and a lot of money is being spent in maintaining them. Hence, rather than reducing the number of "country parks", it can be suggested that these "country parks" ought to be utilized in a different manner than the parks in the city. In that point of view, this study examined the issues of the country park usage along with the utilization of the local festivals within the parks. Firstly in this context, this study compared the amount of neighborhood parks between small and medium sized cities and metropolitan areas, and analyzed those results. Secondly, daily newspaper articles were collected and categorized to find the usage of the rural park which were then analyzed. Then, the extraction of the essential points in composing the festival space was carried out. Also, the general design guides of making the neighborhood parks were drawn. Last but not least, using these two resources, this study suggested design guidelines for using neighborhood parks as a Festival Space in small and medium sized cities.

This study aimed to plan a distinctive apple theme park, thereby specializing the nationwide brand of Cheongsong apple. Detailed objectives included: to establish the best possible environments in Korea to taste and appreciate apple and enjoy the Cheongsong Apple Festival; to identify and foster natural, cultural and social resources in the clean environment of Cheongsong; to clusterize research and production infrastructures for strengthening local competitiveness; and to develop a hub for the vitalization of the region where visitors and locals can mutually prosper. The study was multi-phased. The first stage included basic surveys such as local status and environment analysis and similar case studies, and the second stage was to review the appropriateness of theme selection, develop basic principles and strategies for development goals and review and incorporate project details. And the third stage aimed to develop a comprehensive plan from spatial plans and program plans and suggest plans to vitalize the operation of the park. The dimension of the subject site was 180,150㎡, which was divided into four areas, in consideration of the land use and the environmental characteristics of the resources, for developing a land use scheme. The four areas were named: the apple-theme cultual area; the agricultural culture experience area; the plaza for exchange and harmony; and the plaza for natural observation. This study has significance in that it can serve as a case to develop farm theme parks, and as a case of appropriate development of programs to identify amenity resources with a focus on the existing resources and in consideration of local characteristics.
