This study analyzed the budget investment plans for the unit-project items(UPI) of 176 project districts for the rural village comprehensive development projects (RVCDP). This study classified the master plan reports of 176 project districts into 88 unit project items in aspect of project management, in order to analyze characteristics of distribution of budget in each project item. Most of all unit project items have similar types of uniform distribution with plus skewness in frequency pattern analysis except the total budget of the project district. This study analyzed the characteristics of budget distribution per province, year, and geographical types of region. Furthermore this paper also analyzed ratio of budget in unit project items to find out distribution pattern of each budget between project items over time. The hierarchical system for UPI of RVCDP consisted of three steps, which are 4 items of the first step on Strength of Rural-urban Exchange & Regional Capability (RURC), Green-income Infrastructure & Facility (GIF), Culture- health-welfare Facility, and Eco-environment & Landscape facility (ELF), 13 items for the second one, and 52 items for the third project items. From the results of the budget investment analysis for 5 years from 2004 to 2008, the budget investment ratios of RURC and ELF have steady state for every year, while GIF in decreasing and ELF in increasing over time. The ratios of UPI on infrastructure were decreased, whereas those on culture, health, and welfare were increased. Portion of tow project items among 52 items, which are community centers for village residents and rural experimental study facility, has 30% of total budget investment. Futhermore, the budget ratios of seven project items showed 50% of total budget. Average value of project budgets for five years was optimized as a type of exponential function in the case of decent array for ranking order.

The Purpose of this study is to develop indicators for low carbon planning in rural village. We made two indicators for inland area and waterside area to consider regional disparities. To develop indicators, a draft of the indicators was estimated with collected research materials and 52 experts reviewed this draft three times with Modified Delphi Technique to check the validity and revise the draft. As a result, the inland indicators were settled with 4 domains 8 items 20 indicators and the waterside indicators were 4 domains 8 items 22 indicators. The final indicators will be used to realize low carbon rural village planning in future which the government is pushing forward with construction of six-hundred low carbon green village.

This paper is performed to study for the plants ecosystems for the rural community forest of designated as natural monument. In addition, it is also proposed the plan of the rural community forest`s conservation and restoration for avoiding to the destroy of indiscriminate development such as land-use, cultivation. The rural community forest is a mirror that reflect the regional culture and history, as well as environment. According to this view, undoubtedly, we need to recognise the formative background of rural community forest, the relations between the environment around and the characteristic of plants ecosystem comprehensively. For the purpose of proposing to the plan of rural village forests` conservation and restoration, therefore, this study is: 1) reviews the previous research and ancient documents, and 2) surveys the vegetation structure and the growing conditions in rural village forest directly.

Re-visitation have an effect on dependent variables of regional tourism demand model. This study focused on the re-visitation impacts of consideration on sustainable tourism development of tourists as a new factors of tourism. Based on literature reviews, 11 variables were selected, a questionnaire survey was given to 406 tourists divided into 5 tourism sites at Chuncheon city, and logit model and probit model were used for analysis. The fitness levels of two models were very significant(p=0.0000). The study results suggest that the likelihood of the rural tourist to make a return visit is influenced by recognition of sustainable tourism, purchase of souvenir and farm produce, visitation of regional shops, conversation with regional residents, residents` participation on development, age and marriage. The results of such re-visitation demand can provide information for regional development strategies. The approach to re-visitation research impacts of consideration on sustainable tourism development is expected to become a useful foundation in studying on sustainable regional development.

This survey is focused on analyzing amenity resources for the purpose of offering basic sources for balanced development and the activation of sightseeing in Anmyen-island which has superior landscape resources and the result follows as this. 1. As a result of selecting "Amenities characterized in isles" and comparing their applications in order to choose amenity resource surveying method which is suitable for the isle districts where beaches, tidelands, fishing villages and so on are formed, it was considered that the surveying method of the rural amenity resource in the Korean Society of Rural Planning could be properly used. 2. In spite of a variety of amenity resources besides ten beaches, Anmyeon-island has been developed only focused on beaches. Therefore, it is highly recommended to develop new sightseeing courses which connect beaches with adjacent amenity resources such as theme programs. 3. It proved that compared with Anmyeoneup, Gonammyeon has superior landscape resources and higher special product rates, which is caused by the fact that it doesn`t have various kinds of amenities. As diverse fish inhabit the sea and tidelands in Gonammyeon, it is beneficial for activating sightseeing tours to develop fishing village experiencing programs including going fishing. 4. Anmyen-island can be divided into East district and West distict by the national road no, 77 and two districts have different distributional features of sightseeing amenity resources. In the west district, amenity resources such as coastal sightseeing routes, large event halls, and resorts have been activated in addition to fourteen beaches which have already been developed while the amenity resources in the east like fishing villages, tidelands, and salt fields have not been activated. Accordingly, for activating balanced sightseeing development in Amyeon-island, it is required to make plans which can incorporate the east amenity resources of sea sightseeing and the west amenity resources of fishing village experiencing programs. As a way, constructing sightseeing routes connecting the west and the east district or making a detour lane connecting beaches in the west, Anmyeon pine trees in the center, and fishing villages in the east.

In order to improve the quality of life and support the successful living of the elderly people in rural community, the Senior Well-being Villages Project has been carried out by Rural Development Administration since 2005 in Korea. This timely project, however, produces good results with 582 villages so far, we must endeavor to upgrade it more effectively. This study is to find complementary way of improving the project, and the results of the study are summarized as follows. First of all, the sustainable and practical strategies of the health care for the rural elderly must be adopted. The elderly people`s mutual care system can be a good option for improving the existing project. Secondly, the cooperative heath care system must combine with this project. In this regards, health cooperative federation system can be also a challenging option. The beneficially activity of rural elderly people, which is a component of this project, must be linked with rural social enterprise or community venture. The local experts or capable men of various fields including family, the aged problem, social welfare, and regional development, must be appointed, and the support system enables them to do their jobs actively in the Senior Well-being Villages Project as well as other community works.

Recently, the food industry has evolved into a new and innovative trend according to its globalization and change of food consumption patterns. However, it is hard for the traditional food industry in Korea to meet the changing consumers` needs because of its poorer quality control and lower industrialization technology than other advanced industries. Also the knowledges acquired through a lot of time and efforts would be lost after the human resources with tacit knowledges leave by their too much aging. Especially, the 21st century would be called as knowledge based society which means that knowledge be the important contributing factor in the economic growth. In this regard, this study aimed at proposing the knowledge based system for systematically managing or preserving knowledges of Mosisongpyun industry in Yeonggwang County to seek for the sustainable development of the traditional food industry in Korea. The knowledge based system of Mosisongpyun industry in Yeonggwang County is finally proposed as follows; First, hardware is composed with the necessary unit facilities such as interpretive center, learning and experience room, library, etc. And the integrating facilities such as Mosisongpyun theme park, traditional village, and knowledge industrialization support center are proposed. Second, software is composed with the necessary unit softwares such as the preservation manual of traditional knowledge and skill, web-site administrator, development of graded textbooks, development database software, etc. And the integrating softwares such as development of innovation and management ability in Mosisongpyun industry are proposed. Third, humanware is composed with the necessary unit programs such as exhibition, own training program, incubator support system, etc. And the integrating programs such as the farm association corporation, the testing and research institute, the institution of learning and training are proposed.
